Forbes.com state that Nicole is actually not attached to the movie:

Another casting choice said to be possible: Kelsey Grammer as Dwight Eisenhower. He’s being talked about by the movie’s insiders. Nicole Kidman had been mentioned. Last night at Charles Finch’s glamorous annual dinner at the Eden Roc, Lee Daniels told me Kidman was not going to be in the movie. I’ll take him at his word. But still others insist that Kidman was going to play Mamie Eisenhower until scheduling didn’t work out. She may still have a cameo.

Observer.com speculate that Nicole might have played Jackie Kennedy, opposite Matthew McConaugey as JFK.
